ENVITECC in Bratislava: Leading the Race Against PCBs

 

The Regional Workshop on the Environmentally Sound Management and Disposal of PCBs concluded on April 30, 2024, in Bratislava, Slovakia. This three-day event served as a critical technical forum for accelerating Europe’s progress toward international environmental deadlines, marking the beginning of a vital training series held between April and June 2024.

 

The Mission: Closing the Gap by 2028

At the heart of this mission was ENVITECC, participating as a key speaker to address the urgent elimination of Polychlorinated Biphenyls (PCBs) across Europe. The workshop was driven by a looming timeline: under the Stockholm Convention, global parties are mandated to eliminate the use of PCBs in equipment by 2025 and ensure total environmentally sound waste management by 2028.

With these dates approaching, ENVITECC joined government representatives and experts from 19 European countries to synchronize strategies. The atmosphere was one of focused collaboration, as delegates from diverse regulatory backgrounds worked to identify and neutralize these persistent organic pollutants before they could further impact soil and water safety. Throughout the three days, participants shared experiences in updating national inventories and developing implementation plans to phase out PCBs in electrical equipment.

 

The Strategy: From Inventory to Action

As the sessions moved from theory into practical, national-level implementation, ENVITECC took a lead role in defining the strategy. While experts demonstrated how to catalog contaminated transformers "hidden" in aging infrastructure and specialists provided guidance on high-temperature incineration, ENVITECC provided the essential link between technical needs and financial reality.

 

By presenting a clear roadmap for GEF-funded grants, ENVITECC showed how to lower the financial barriers for both private companies and public utilities. EBRD shared its unique experience under the ENVITECC program in channeling this support for the identification, safe disposal, and technological replacement of contaminated equipment. In doing so, ENVITECC demonstrated that environmental compliance is also a major opportunity for infrastructure modernization.

 

A Coordinated Regional Outcome

As the workshop wrapped up on April 30th, the 19 participating nations left with a established, coordinated network for the 2024 summer training series. This ensured that the technical knowledge shared in Bratislava would be applied directly on the ground in local power plants and industrial sites across the region.

The event successfully transitioned the conversation from "what needs to be done" to "how we are going to fund and execute it together." Closing this chapter, ENVITECC expressed its gratitude to the Basel, Rotterdam, and Stockholm (BRS) Conventions Secretariat for the invitation to lead this critical regional effort.
