Prepared by Ramboll for MedWaves on 27 December 2022 under GEF MedProgramme Child Project 1.1, this plan guides Lebanese healthcare facilities and local experts in safely managing mercury-containing thermometers, sphygmomanometers and associated waste. Intended for implementation in hospitals and medical centres across Lebanon, it aims to protect workers, patients, communities and the environment while supporting national obligations under the Minamata Convention. Drawing on WHO and UNEP guidance and complementing Lebanese legal requirements, the plan establishes procedures for mercury-spill response, medical monitoring, on-site and intermediate storage, packaging, labelling, off-site transport, record-keeping and transfer to authorised waste managers. It also reviews treatment technologies potentially suitable for Lebanon, including mobile mercury-conversion systems, while recommending that final treatment decisions consider the country’s broader hazardous-waste management needs.
